Air Quality Assessment
Edwards-Pitman Environmental, Inc. (EPEI) is experienced with preparing air quality assessments to address impacts from transportation projects to carbon monoxide (CO) concentrations, particulate matter (PM2.5), Mobile Source Air Toxics (MSAT), and ozone. EPEI is capable of conducting qualitative and quantitative assessments in general accordance with state Departments of Transportation (DOT) guidelines and Federal Highway Administration (FHWA) guidelines and regulations. The microscale model used to assess CO levels was CAL3QHC, developed by the California Department of Transportation. CAL3QHC combines the California Line Source Model (CALINE3) developed by the California Department of Transportation with an algorithm for estimating queue lengths at signalized intersections. EPEI uses the latest available software to conduct quantitative analysis for CO concentrations. Modeling software includes CALQVIEW2®, a Windows-based software that incorporates CAL3QHC. This model is accepted by the US Environmental Protection Agency (EPA) and FHWA for use in “hot spot” analysis.
Qualitative assessments for MSAT, PM2.5, and ozone for nonattainment areas are based on the type of project in the current State Transportation Improvement Program (STIP) and applicable criteria. Assessments are conducted in accordance with EPA and FHWA guidance documents including Transportation Conformity Guidance for Qualitative Hot-Spot Analyses in PM2.5 and PM10 Nonattainment and Maintenance Areas (EPA420-B-06-902, March 2006) and Interim Guidance on Air Toxic Analysis in NEPA Documents (September 30, 2009).
Noise Assessment
Edwards-Pitman Environmental, Inc. (EPEI) is experienced with conducting noise impact assessments and design of noise barrier walls for transportation projects. Assessments, including field survey and data collection, data analysis, and modeling are conducted in general accordance with state Departments of Transportation (DOT) guidance and federal regulations including the Federal Highway Administration (FHWA) (23 CFR 772, Procedures for Abatement of Highway Traffic Noise and construction Noise) and Federal Transit Authority (FTA). The company uses Transportation Noise Model (TNM) version 2.5 to conduct noise assessments and barrier design. TNM 2.5 is the required modeling software by the FHWA for transportation projects for state DOTs. EPEI has conducted noise impact assessments and noise walls designs on projects ranging in scope from less than one mile to over 20 miles in length.
